U.S. Marine Corps, Best Management Practices

USMC Garrison Retail Supply Chain (GRSC), provides retail stores and depots as well as online/delivery services for both USMC and non-USMC on-base customers. Several discrete studies were conducted to assess the performance and impact of the GRSC model, but these studies were unable to give USMC a broad and thorough understanding of the GRSC model’s impact and the impact of potential enhancements.
BEI was hired in to develop a rigorous analysis of the USMC GRSC, examining the investments and results of the USMC-GSA partnership and the potential impact of enhancements to the model.

BEI team that could applied its experience and expert networks across federal, commercial, and non-profit enterprises to effectively understand USMC GRSC operations and drivers of cost and value, engage USMC and GSA stakeholders, tailor a rigorous approach and methodology to the USMC GRSC, and develop future-state enhancements, benchmarks, and data models to drive the study evaluation. BEI worked closely with USMC and GSA to ensure buy-in, high-quality input, and study rigor.

BEI reports, addressed total cost and mission performance concerns. In each, BEI isolated factors that drive millions of dollars in costs (and potential efficiencies) and drivers of supply chain results and perceptions. The reports contained:

Total cost analysis – financial results, product price/cost benchmarking, and non-product cost buildups

Mission performance impact analysis – overall findings and implications and capability-specific findings
-
Evaluation of future-state options – details, applicability, and quantitative and qualitative GRSC impact

West Point Utility Condition Assessment, NY

BEI is providing on-site expertise to plan and initially execute
lifecycle Utility Condition Assessments (UCAs) for all building
structures and facilities on US Military Academy, West Point.
ï‚·
The accurate assessment of utility components is the basis for
projecting what the component condition will be in the future.
As components age, the goal is to fix/replace components at
the end of the life cycle but before failure. At higher long-term
funding levels, this requires developing projects several
years in advance in order to submit for authority and funding
for those projects.

BEI familiarized itself with all active and future construction and maintenance practices on Campus, to develop a plan to systematically inspect and assess all electrical & mechanical components on West Point Campus. ï‚· Plan will provide for recommendations to efficiently inspect, and to prioritize future projects based on the below criteria. ï‚·

Identify overall utility priorities for II PEG Restoration and Modernization (R&M) and

Military Construction (MILCON) programs in order to achieve the objectives of the Army’s Facility Investment Strategy (FIS).
