Program and Asset Management
The lifecycle of program asset management typically includes several key phases: planning, acquisition, operation, maintenance, and disposal. In the planning phase, organizations identify asset needs and establish criteria for selection. During acquisition, assets procured based on the established criteria. The operation phase involves utilizing the assets effectively, while maintenance ensures they remain in optimal condition. Finally, in the disposal phase, assets are retired and disposed of responsibly, ensuring compliance with regulations and minimizing environmental impact.

BEI provided on-site expertise to plan and initially execute lifecycle Utility Condition Assessments (UCAs) for all building structures and facilities on US Military Academy, West Point. As components age, the goal is to fix/replace components at the end of the life cycle but before failure. At higher long-term funding levels, this requires developing projects several years in advance in order to submit for authority and funding
for those projects.

Marine Corps Best Management Practices
USMC Garrison Retail Supply Chain (GRSC), provides retail storesand depots as well as online/delivery services for both USMC an non-USMC on-base customers. Several discrete studies wereconducted to assess the performance and impact of the GRSCmodel, but these studies were unable to give USMC a broad andthorough understanding of the GRSC model’s impact and the impactof potential enhancements.

BEI was hired in to develop a rigorous analysis of the USMC GRSC,
examining the investments and results of the USMC-GSA
partnership and the potential impact of enhancements to the
model.
